enquiring whether he wishes in any way to modify the

proposed reply to the representatives of the Hongkong

Chamber of Commerce on the subject of the negotiations now

proceeding between China and Japan.

Sir E. Grey considers that it is unnecessary to

modify this answer, but would refer the Secretary of State

for the Colonies to the statement made by him in the House

of Commons on the 20th instant and would suggest, for his

consideration, that this statement might be added to the

reply suggested in the letter from this Department of the
